Answer

Google docs has the built-in ability to track changes (from the document menu, file->see revision history.

A frame on the right side of the page has a checkbox to show changes and  an additional button to show revision detail.
The "just released" track changes add-on is available only to personal accounts, currently. In your personal account, when you create a new document, there's an add-ons dropdown between the Table and Help dropdowns. Since these are 3rd party add-ons, and have not been made available to higher ed accounts. We'll have to check with Google to find out what their plan is for the add-on feature for higher ed.
